Kimball Tower and Morgan Tower
Kimball Tower, completed in 1986, and Morgan Tower, completed in 1978, are affordable senior communities originally built by the Community Development Commission – Housing Authority of the City of National City (CDC-HA). Community HousingWorks and Mercy Housing California were selected by the City of National City as co-developers and owners of both Kimball Tower and Morgan Tower in 2017 and finalized the acquisition of the property (including the George H. Waters Nutrition Center space on the first floor of Morgran Tower) in March 2019. The 151-apartment tower and 152-apartment tower are both currently under renovation using 4% tax credits with tax exempt bond proceeds, and serve seniors earning 30% to 50% of Area Median Income (AMI).
When CHW purchased the properties, the buildings were past their useful life, creating the need for a substantial rehabilitation. The renovations for both towers will include renovated apartment interiors with new kitchens, bathrooms and dual pane windows, new roofs, elevator modernization, new energy efficient boilers and new fire safety improvements. Additionally, there will be upgraded and new resident recreation areas. The city-operated George H. Waters Nutrition Center will be renovated as part of the scope. The rehabilitation commenced in March 2019 and is scheduled to be complete by summer 2020.
