Sue Reynolds

President & CEO
Sue Reynolds has led Community HousingWorks (formerly Community Housing of North County and San Diego NHS) as Executive Director since 1997.   Under her leadership, the corporation has become a productive multifamily developer, a homeownership lender, and an innovator in community-based programs that strengthen communities and families’ financial independence.   Since 1997, Community HousingWorks has doubled the operating budget and the number of apartments it has developed, initiated after-school and leadership training programs that reach hundreds, and expanded to a countywide area.

Multifamily affordable housing finance is one of Ms. Reynolds areas of expertise. She has been responsible for the financing or development of over 1700 affordable homes in 25 multifamily projects over her professional career. As Deputy Director of the California Housing Partnership Corporation, Ms. Reynolds packaged housing projects for community nonprofit developers totaling over $30 million in financing.  These projects drew on a variety of financing sources, including tax credit syndication, tax exempt bonds, and HUD preservation financing, as well as government and private lender funds.  Ms. Reynolds has also assisted projects with a wide range of resident-controlled ownership models.

Training in housing development for nonprofits, boards, and local governments is another specialty area for Ms. Reynolds.  In recent years she has been the lead trainer for over 22 multi-week and multi-day courses on these subjects in California, Texas, Arizona, and other Western states.

Technical assistance manuals, policy reports, and a variety of articles are included on Ms. Reynold’s list of publications.  In nearly a decade of housing work in New York City, she staffed the citywide federation of community development corporations, and was a planner and housing financial consultant at New York’s Pratt Institute Center for Community and Environmental Development.  She has also taught graduate-level planning courses.

Ms. Reynolds holds a Master of Urban Planning degree from Columbia University.  She currently sits on the Federal Home Loan Bank Affordable Housing Committee, and the Board of California Rural Housing Coalition.  She was a member of the 2003 Mayor’s Affordable Housing Task Force in San Diego, and was a co-founder of the San Diego Housing Federation.
